The Lebanon explosion (Beirut Port) in August 2020

The Beirut blazes in January 2021 triggered the RO Demo as a rapid response to the European Union FPI’s request, along with support from UNDP and WB/GFDRR. The Reform, Recovery, and Reconstruction Framework (3RF) was initiated by the World Bank Group, United Nations, and European Union. This framework aims to coordinate efforts among civil society, government entities, and the international community to address people’s needs through a blend of socioeconomic recovery and reform measures. Additionally, the Copernicus EMS R&R activation, initiated in fall 2020, underwent regular updates every three months for a year following the incident.

These efforts aimed at producing before-and-after damage assessment maps for the event and updating them every three months to track recovery progress through change detection maps in the affected areas surrounding the port of Beirut. Copernicus EMS played a pivotal role in supporting the 3RF by providing baseline damage assessments as of February 2021, along with subsequent quarterly monitoring assessments of reconstruction progress until July 2022. The role of RO Liaison Officer was played by EU FPI.
